Theodore was Premier and Treaurer in Queensland from 1919 to 1925. He entered Federal Parliament and was Treasurer in the Labor Governments of 1929-1930 and 1931. In 1931 he concentrated on his business interests which included a Directorship of Consolidated Press and directorships of mines in Australia and Fiji. Frank Anstey (1865-1940), born in England, arrived in Australia as a stow-away at the age of 11. He worked as a cabin-boy on boats "blackbirding" amongst the Pacific Islands; and back in Australia was active during the 1880's in the Seaman's Union, and the labor movement generally.
