Theodore was Premier and Treaurer in Queensland from 1919 to 1925. He entered Federal Parliament and was Treasurer in the Labor Governments of 1929-1930 and 1931. Frank Anstey (1865-1940), born in England, arrived in Australia as a stow-away at the age of 11. He worked as a cabin-boy on boats "blackbirding" amongst the Pacific Islands; and back in Australia was active during the 1880's in the Seaman's Union, and the labor movement generally. In 1902, 1904 and 1907 he represented the Victorian Legislative Assembly seat of East Bourke for the Labor Party. Subsequently Anstey held the federal seat of Bourke from 1910 to 1934.
